1 – Legal Basis :
The statistics included in this publication are compiled, processed
and published in
compliance with the General Statistics Law promulgated by the Royal Decree
No.
23 for 7-12-1379 H. Article 3 of the law stipulates that the
Central Department of statistics and Information (CDSI) is entrusted with the task of
holding commercial, economic, health, educational, industrial, financial
or agricultural statistics as required. Article (2) of this Royal Degree
indicates that the CDSI is the sole official statistical reference
authority in Saudi Arabia.
2 – Source of Information :
The custom declarations of export provided by the Customs
Department And the mineral products data provide by ministry of
petroleum.
All commodities, the data of which shown in these declarations are
recorded by the CDSI. Regular meetings and continuous consultations are
always held between the concerned divisions in both the CDSI and the
Customs Department with aim at improving the flow of data from the
customs centers to the Foreign Trade Division in the CDSI.
3 – Trade System :
Central Dept. of statistics and information is collecting foreign
trade statistics so it includes the kingdom’s export of all commodities
goods.
Those exported commodities and goods subjected to the necessary
procedures. Therefore, this bulletin does not include some materials
like commodities existing in the transit, banknote and so forth.
4 – Classification Of Commodities :
The basic data on the foreign trade included in this bulletin are
based on the 6-digit code of Harmonized System for classification of
commodities under the Royal Decree No. M 56 dated 19/10/1407 H . The
current 6-digit code which was set forth by the Customs Cooperation
Council has been expanded to be the Kingdom’s present 8-digit code by
virtue of the Decree of the Minister of Finance and National Economy

5 – Size Of Bulletin :
In order to keep the bulletin published within a reasonable size, some
limits were established as following :
First : - In the commodity
table no. ( 10 ), a commodity’s value must be at least 10 million SR to
be published as a separate line . Commodities falling below the 10
million SR are shown in an aggregated form at the end of the table listed
as ( other Commodities) . As for the sub-classifications of commodities
within the country tables, a country must have at least one million SR to
be published within an acceptable commodity.
Second: - The same is true
for the country table no. ( 13 ) - ( 14 ) where a country must have
one million SR to be published separately or it will be aggregated at the
end of the tables titled : ( other Countries) . As for the
sub-classification of commodities within the country table; the value of a
sub-classification commodity must be at 500,000 SR so as to be published
separately with a maximum of 20 top commodities. But the
sub-classification commodity that is not meeting the 500,000 SR limit will
be aggregated as “ other commodities “.
6 – Units of Measurement
The amount of any commodity is expressed in terms of net weight. Yet,
other commodities are shown in unit numbers as necessary, such as (sheep,
cars and watches), in addition to their weights in kilograms. The value of
these commodities is in Saudi Riyals.
7– The Most Important Definitions
and Terminology Used in Exports’ Statistics:
- National Exports :
According to foreign trade system, export means all goods commodities
fully produced and manufactured in the country or those with some
manufacturing modification having made on them ,that leads to change in
their values and shapes and they are prepared for export outside the
kingdom
- Port of Exit :
It is the port through which commodities and goods actually leave it to
the importing country.
- Re Export
It means commodities and goods already imported after passing the
customs clearance procedures. They are re-exported without any clear
modification made on .them
- Means of Transportation:
It indicates to the way of transport: by air, sea or land.
- Country of Destination:
It is the country where the agricultural crops and animal products are
produced, or the country
where the raw materials are extracted .
- Statistical Indicator:
It is the substitution of the commodity description by digital codes so as
to be classified in statistical formats prepared for this purpose and then
in statistical tables to be used for all statistical purposes . The
statistical indicator used in the foreign trade statistics is the
Harmonized System ( H.S. ) used in commodity classification .
- Net Weight:
It means the total weight ( in KG ) of the commodity after excluding the
wrapping and packing weight. For publishing purposes, net weight was
measured in metric tons or thousand metric tons for some tables.
- Value of Exports:
The value of Exports is calculated on F.O.B. basis. The value represents
the cost, insurance, freight and other costs incurred until delivery of
goods to the port of entry, apart from the customs dues.
8 – Sources of Changes
Foreign Trade data are subject to several changes which may arise from
various sources . Among these are errors in the reporting and / or
processing of information as to commodity classification, net weight,
values and other statistical factors. The procedures used to compile these
statistics include clerical and computer processing checks designed to
protect the accuracy of the statistics to the fullest practicable extent.
The foreign trade statistics may also experience changes in figures
depending on the time at which the CDSI receives the data from the Customs
Department. Sometimes, there is a delay in sending the data from the
Customs ports for several reasons. However, these figures are corrected in
the following publications issued by CDSI.

The price of the Kingdom’s Export Statistics is ( 100 S.R. ) or the
equivalent.
Remittance should be done by international money order or by a draft on a
Saudi Arabian Bank.
